This chapter examines one of the nation’s most rigorous high stakes testing programs, the Louisiana Educational Assessment Program (LEAP). Archival data was collected and analyzed to construct a historical record of the LEAP. Results show the purpose of Louisiana’s high stakes testing program was to target promotion and graduation rates following the desegregation period. Results are used to examine these lasting implications on student achievement.
